报告摘要:Environmental regulation may stimulate not only firms’ own innovation but also the acquisition of existing technologies through the market. While the innovation effects of environmental regulation have been widely studied, much less is known about its role in promoting technology reallocation. We examine this question using China’s Action Plan for Air Pollution Prevention and Control (“Air Ten” policy) as a quasi-natural experiment and a newly constructed dataset covering the universe of green patent transactions in China. Employing a difference-in-differences design, we find that the policy significantly increases green patent acquisitions in policy-targeted cities. Transaction-level evidence shows that the increase is characterized by greater flows of green patents from individuals and research institutions to polluting firms, while technology firms act as both important acquirers and suppliers. These patterns suggest that environmental regulation facilitates the market-mediated reallocation of green technologies. The effect is stronger in cities with more developed technology markets and fewer financial constraints. Our findings highlight the importance of technology markets in shaping the technological response to environmental regulation.
